Highway Operator II (2 Openings), Highway Dept.

Essential duties and responsibilities: Operates dump truck, roller, rock chipper, oil distributor, bucket truck, uniloader, crack sealer and other pieces of equipment at journeyman level; able to operate equipment equipped with standard and automatic transmissions; repairs or maintains roadways, ditches, culverts, bridges and right of ways as assigned including, but not limited to, cutting brush, hand patching, hauling rock and picking up trash dumped in right of ways; assists with traffic control; competent and safe use of hand tools and chain saws; and performs daily routine inspection, routine cleaning and preventative maintenance on equipment; assists mechanic when equipment is out of service as needed; works at various tasks within shop as needed.

This individual must also be able to load, secure and unload materials such as rock, salt, sand and brush; be able to load, secure and unload various types of equipment including installing and removing sanders and snow plows; follows all county and departmental safety rules, regulations and procedures; and other duties as assigned.

Minimum qualifications: High School Diploma or state-approved equivalent; Class A CDL with ability to obtain HazMat and Tanker endorsements within six months of hire; ability to independently and safety carry out tasks, duties and responsibilities assigned; experience with manual labor and operation of trucks and light equipment; ability to work in outdoor conditions of extreme heat or cold for lengths of time; and the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include, walking long distances, climbing, bending, standing and sitting for extended periods of time, lifting up to 50 pounds and operating assigned equipment.

Desired qualifications: Previous experience including operation of highway equipment; Class A CDL with HazMat and Tanker endorsements; knowledge of location of county territories, roads and bridges; and knowledge of safety procedures in maintaining and constructing roads, bridges, culverts and right of ways.

Working Hours:
Generally 6:30 a.m. - 5:00 p.m. M-Th, on-call for after hour emergencies.

Starting Salary:
$24,224 - $30,273/year, plus Benefits.

Seasonal Park Naturalists, Parks, Recreation & Historic Sites

Essential duties and responsibilities: Provide interpretive outdoor/conservation education programs for people of all age groups and backgrounds in an outdoor setting, library, school, church, etc.; research and develop program topics; collect program materials; handle plants, amphibians, reptiles, and other animals; correctly identify species of plants and animals; Public relations contacts - in person, via telephone, at county offices, distribute brochures, maps, and other handouts; maintain park areas through use of mowers, trimmers, sprayers, and trash removal. Psychologist, Juvenile Department

Essential duties and responsibilities: Conducts evaluations, assessments, and individual and family therapy sessions for clients of the Juvenile Office; prepares reports and summaries consistent with assessments and evaluations conducted; coordinates and or conducts group home staff in-services and continuing education; conducts mental health assessments as needed for the group home residents and juvenile detention center residents and writes appropriate reports; develops and administers educational/informative programs for parents and teens in crisis, such as Anger Management for Teens, and Solutions for Parents and Teens, and evolutions of such programs; provides counseling services for clients referred by the Juvenile Office; and conducts education testing and reporting.

Central Services & Purchasing Manager, Asst. County Administrator's Office

Primary Responsibilities:
This is a highly responsible manager level position that works independently with general oversight and direction from the Assistant County Administrator - Finance and Administrative Services. The position will create, implement, and continually evaluate long and short term central services and procurement delivery objectives that are responsive to the needs of Clay County offices and departments.

Provides general supervision over professional, technical and clerical staff engaged in central services, accounts payable and purchasing activities, including planning, directing, and coordinating the purchasing activities for the organization.

Plans, organizes, performs, and directs general administrative functions for the areas of supervision according to county policies established by the Commission; Develops and implements annual contracts, strategic procurement planning, procurement policies and procedures, delegated procurements, quality control, procurement training, electronic procurement systems, and procurement card administration.

Prepares monthly expenditure reports and works closely with administration regarding the budget process and progress.

Assists the Purchasing Agent with purchasing issues in accordance with the Revised Statutes of the State of Missouri, Section 57.753.

Knowledge, Skills and Abilities:
This position requires the following knowledge, skills and abilities:
Knowledge of practices, principles, and procedures of public administration.

Education and Experience:
This position requires a Bachelor's degree from an accredited college or university in Business or Public Administration, Business Law, Finance, Purchasing, Accounting or related field; Master's degree preferred. Extensive experience in the governmental financial and administrative operations may be considered in lieu of education.

Three years of professional and/or supervisory level government administration experience including budgeting, fiscal management, purchasing and program management experience is preferred.

Licenses, Certificates and Other Requirements:
This position requires a valid Missouri State Driver's License.

Certified Public Procurement Officer (CCPO) and/or Certified Public Accounting (CPA) preferred.

Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity, and recency. Prior to appointment, candidates will be subject to a background investigation.

Working Hours:

Starting Salary:

GIS Technician II, Assessor's Office

Primary responsibilities:
Interpret recorded documents such as plats, deeds and surveys. Create and maintain parcel related GIS data. Create tax maps using modern GIS software and computer-aided tools.

Essential duties and responsibilities:
Interpret plats, deeds, surveys, and legal descriptions. Compile, create and update parcel and related data based on recorded and other official documents, using digitizing methods, coordinate geometry and parcel fabric tools under an enterprise GIS environment. Abstract and extract information from base data such as orthophotography and other documentation to create GIS data layers. Conduct mapping research and data collection in the field and office. Generate tax maps and other thematic maps by using spatial analysis skills and appropriate symbology. Maintain quality assurance and accuracy of GIS data and maps. Assist customers. Other duties as assigned and reasonably qualified to perform.

Knowledge, Skills and Abilities:
Ability to operate and use modern office equipment including a computer and word processor. Knowledge of MS Office products and other office equipment including fax, copier, etc. Ability to work independently and without constant supervision. Ability to operate large format scanning/printing equipment and ability to lift 30 lbs. Excellent communication skills and customer service skills.

Minimum qualifications include:
An Associate's Degree in geography/geology, Engineering, Computer Science, or a related field. Two years of computerized GIS/mapping experience, or any equivalent combination of related education and experience.

Desired Qualifications include:
Bachelors' degree in related field. Solid knowledge of geography, cadastral mapping principle and concepts, and GIS data. One year prior GIS experience with ESRI ArcGIS software. Knowledge of geodatabase and experience in enterprise GIS environment.

Working Hours:
8:00 a.m. - 5:00 p.m.
